1. About Laandet and these terms

1.1 Laandet is a digital meeting place where people can rent out, lend, look for things to rent and give away physical things to each other, and offer or ask for help (services). We are starting in Steigen municipality.

1.2 Laandet is run by Robert Cygan under the name GPSI GovTech Solutions. GPSI GovTech Solutions is not a registered business and has no organisation number (01.11.2026).

In these terms we call this "Laandet", "we" or "us".

1.3 The terms apply when you use Laandet's website and services. You accept them when you create an account. Please also read the privacy notice, the rules on prohibited and restricted items and the dispute guidelines. The rules on prohibited and restricted items and the dispute guidelines form part of the terms. The privacy notice explains how we process personal data.

1.4 Laandet is in a pilot phase. Some features are not finished. We state clearly which features are planned, and we never describe a planned feature as if it already exists.

2. What Laandet is – and what Laandet is not

2.1 Laandet makes it easier to find each other, make arrangements, communicate and document agreements about lending, renting and handing over things.

2.2 Agreements to rent, lend or give things, or about services, are made directly between the users. Laandet is not a party to these agreements. Laandet

  • does not own the things that are listed,
  • is not an insurance company,
  • is not a payment institution and does not receive, hold or pay out money,
  • does not hold deposits,
  • does not perform the services, is not the client or employer and does not check the skills of the person offering a service,
  • does not guarantee the things, the users or that agreements will be fulfilled,
  • does not decide disputes between users with binding effect.

2.3 We will still help when something goes wrong. This is done in line with the dispute guidelines.

3. Who can use Laandet

3.1 You must be at least 18 years old to create an account. You confirm this yourself when you register. Laandet does not check your age, and we never state that your age has been checked.

3.2 There are two kinds of account:

  • Private person: for you if you use Laandet privately. You can use all listing types.
  • Business or association: for an entity with an organisation number in the Central Coordinating Register for Legal Entities (Enhetsregisteret). Such an account can only offer and ask for services. Renting, lending and giving away are for private persons.

You cannot use a private account for business purposes, for example as a rental company, a shop or a tradesperson who rents out equipment as part of their work. See section 8.

3.3 Each person may have one account. The account is personal, and you cannot transfer it to anyone else.

3.4 The information you give us must be correct. Your display name could, for example, be your first name and the first letter of your surname. It must not give a false impression of who you are.

4. Account and security

4.1 You must confirm your email address before you can post listings, send messages or send requests.

4.2 Keep your password secret, and do not use the same password anywhere else. You are responsible for what happens with your account, unless someone has gained access without you being able to prevent it.

4.3 Let us know immediately if you think someone else has access to your account. You can log out of all devices under "My profile".

4.4 Laandet will never ask you for your password, BankID codes or payment details by email, in messages or by phone.

5. Listings

5.1 You can post these types of listing:

  • For rent: You offer a thing for rent against payment, or you lend it out for free.
  • Wanted: You say what you need.
  • Giving away: You give a thing away for good, free of charge.
  • Service offered: You offer help, for example gardening, clearing snow on the ground or a class.
  • Service wanted: You ask for help with a job.

See section 11a on services.

5.2 When you post a listing, you confirm that

  • you own the thing or have the right to rent it out, lend it out or give it away,
  • the description and photos are correct and show the actual thing,
  • you have stated known faults and defects,
  • the thing is legal and safe to use in the way the listing describes,
  • the declared value is your honest estimate of what it would cost to get an equivalent thing.

For a service, you confirm that the description and price are correct, and that you can perform the service properly and lawfully.

5.3 Only give an approximate location, for example a village or an area. Do not write your home address, your phone number or links in the listing. You agree the exact place for collection or for meeting privately in Laandet once an agreement has been made.

5.4 You can edit, pause, archive and delete your own listings. Changes to a listing do not change an agreement that has already been made.

5.5 Example listings created by Laandet are clearly marked "Example". They cannot be rented.

6. Prohibited and restricted items

6.1 Some things cannot be listed on Laandet. Examples are motor vehicles, motorboats, weapons, fireworks, drugs, live animals and stolen things. The full list is in Prohibited and restricted items.

6.2 Some things require extra care, for example chainsaws, scaffolding, trailers and kayaks. For such things, the owner and the renter must confirm that they have read the safety information.

6.3 We may remove listings that break the rules. We will then give you a reason, see section 19.

7. Ranking of listings

7.1 When you search, we show listings by time of publication, newest first. You can choose to sort by lowest price instead.

7.2 Only listings that match your filters are shown. You can filter by category, type of listing, area, price, availability and delivery method.

7.3 No one can pay to be placed higher. Laandet has no paid or featured listings. If this changes, we will clearly mark such listings and update the terms.

8. Private persons and businesses (traders)

8.1 Users with a private account have themselves confirmed that they use Laandet as private persons. Their listings are marked "Private person" on the basis of this declaration.

8.2 Agreements between two private persons are not consumer agreements. Consumer legislation, for example the rules on the right of withdrawal and on consumer purchases, therefore does not usually apply between you. The agreement you make, and the general rules of Norwegian law, apply.

8.3 If you act as a business (trader), you must not use a private account. We may close private accounts that are used for business purposes.

8.4 Business accounts. When a business or association creates an account, we look up the organisation number in the Central Coordinating Register (Brønnøysund Register Centre). Entities that are deleted, bankrupt or being wound up cannot register. Their listings are marked "Business" with the registered name and organisation number. We do not check anything else, for example whether the entity holds the approvals it needs.

8.5 A business that offers services to consumers must itself follow the rules that apply to traders, for example consumer legislation, the price information rules and the VAT rules. Prices in the listing must be total prices including VAT when the business is VAT-registered.

8.6 Using Laandet is free for businesses. Laandet has no paid or promoted listings, see section 7.3.

9. Renting and lending

9.1 The renter sends a request through Laandet. The owner decides whether to accept or decline the request.

9.2 When the owner accepts a request, Laandet creates a rental agreement using the details from the listing and the request:

  • Items with a declared value of 5 000 kr or less get a simplified rental agreement.
  • Items with a declared value of over 5 000 kr must have an extended rental agreement with a mandatory deposit and stronger identity checks. Rentals of this kind are not open during the pilot phase.

The 5 000 kr limit is Laandet's own rule. It does not follow from the law.

9.3 The agreement is made when both parties have accepted it in Laandet. Laandet stores the text you accepted and the time it was accepted.

9.4 The main rule for returning items is:

"The rented item must be returned in at least as good condition as at handover, except for normal wear and tear resulting from agreed and proper use." («Leiegjenstanden skal leveres tilbake i minst like god stand som ved overtakelsen, med unntak av normal slitasje som følge av avtalt og forsvarlig bruk.»)

9.5 Lending for free follows the same rules. The rental price is then 0 kr.

9.6 During the pilot phase, some categories can only be lent for free or given away. This applies to trailers, bicycles and kayaks, among others. This is stated in the category.

10. Giving away

10.1 Things that are given away are free and are given away for good. Laandet does not charge for this.

10.2 The giver chooses who gets the thing.

10.3 The giver must describe the condition and all known faults. Broken or dangerous things must not be described as safe and in working order.

10.4 Once the thing has been handed over, both parties confirm the handover in Laandet with a simple transfer confirmation. No rental agreement is to be made.

11. Wanted

11.1 A "Wanted" listing says what you need. Others can reply in messages and point to their own listings.

11.2 The rental itself always takes place through a "For rent" listing. The usual rules for requests, agreements and condition reports then apply.

11a. Services

11a.1 A service listing says what you can help with, or what you need help with. The price can be given per hour, per m² or for the whole job. A service can also be free, or have a price by agreement.

11a.2 Laandet only puts you in touch through messages. You agree on time, place, scope, price and payment directly. Laandet has no booking, agreement or payment for services.

11a.3 The person performing the service is responsible for doing the job properly, and for their own safety and tools. Work that requires authorisation or special skills is not allowed on Laandet, for example electrical work, work on gas, chimneys and fireplaces, and clearing snow from roofs. See Prohibited and restricted items.

11a.4 Income from services may be taxable. Each user is responsible for their own tax, duties and any reporting. Laandet must not be used for undeclared work.

11a.5 If something goes wrong, first try to sort it out between you. You can report a listing or a user, see section 19.

12. Payment takes place outside Laandet

12.1 Laandet does not handle money. You pay rent, payment for services, delivery fees and deposits directly to each other, for example in cash, with Vipps or by bank transfer.

12.2 Payments outside Laandet have no protection from Laandet. Laandet cannot reclaim, withhold or pay out money on your behalf.

12.3 Laandet never sends payment links. Do not pay via links you receive in messages, and never share BankID codes.

12.4 Laandet is free to use during the pilot phase. Laandet does not take any commission.

13. Deposit

13.1 For items with a declared value of 5 000 kr or less, the owner decides whether there should be a deposit. The amount is shown in the listing and in the agreement, so that the renter knows about it before the request is sent and before the agreement is accepted. The deposit cannot be higher than the declared value.

13.2 Deposits are paid directly between the parties. Laandet does not receive or hold deposits.

13.3 The deposit must be paid back when the item is returned. The owner may withhold part of the deposit only if the owner has reported a specific claim in Laandet no later than 48 hours after the return. The owner may then withhold no more than the amount the claim concerns. The rest must be paid back without undue delay.

13.4 A deposit is not insurance. It does not necessarily cover the whole of any loss.

14. Cancellation and changes

14.1 Both the owner and the renter can cancel in Laandet before the item has been handed over. Cancel as early as possible, and feel free to say why. During the pilot phase, no cancellation fee can be agreed in Laandet.

14.2 If you want to change something significant, for example the time, price, deposit, delivery method or accessories, Laandet creates a new version of the agreement. Both of you must accept the new version. An agreement that has been accepted is never changed without you knowing about it.

15. Handover and return

15.1 At handover, you record the condition in "Condition at handover". Taking photos is a good idea. The renter can check the item and point out any faults before taking it away.

15.2 At return, you record the condition in "Condition at return". Each party writes their own observations. No one can change what the other party has written.

15.3 If one of the parties does not confirm, Laandet shows that the report is only "confirmed by one party". Laandet never states that you agree when you have not both confirmed it.

15.4 Please also read the Safe rental guidelines.

16. Damage and liability between users

16.1 Who is responsible for damage, loss or delay is decided by the agreement between you and by Norwegian law. It depends on what has been documented, what caused the damage and what the circumstances were.

16.2 The renter is not responsible for damage that existed when the thing was handed over, or for normal wear and tear.

16.3 The owner must make sure that the thing is in sound condition and matches the description. The owner must also give the necessary information about use and safety.

16.4 Laandet recommends that you both check what your own insurance covers, for example home contents insurance or liability insurance. Laandet has no insurance that covers its users.

17. Laandet's liability

17.1 We will provide the service with reasonable care and do what we can to make sure it is secure and works. During the pilot phase, errors and interruptions may still occur.

17.2 Laandet is not responsible for

  • the agreements between users, or whether they are fulfilled,
  • the things that are listed,
  • the services that are offered or performed,
  • losses that arise because users act in breach of the terms or the law.

This does not apply to losses caused by us having acted negligently or having breached these terms ourselves.

17.3 Nothing in these terms limits liability that cannot be limited under mandatory Norwegian law. This applies, for example, to liability for damage caused intentionally or through gross negligence, and to rights under data protection legislation.

18. Reviews

18.1 After a completed rental, the owner and the renter can each give the other one review. The review covers communication, punctuality, whether the listing was accurate, the condition of the thing and whether the agreement was followed.

18.2 Only the parties to a rental that has been registered and completed in Laandet can write a review. This is how we make sure that reviews come from people who have actually rented from or to each other.

18.3 Reviews are published at the same time. This happens when both have written their review, or when the 14-day deadline has passed. That way, no one can see the other party's review before writing their own.

18.4 Reviews must be honest and factual. They must not contain personal attacks, personal data about others or accusations of criminal offences. You can report a review that you think breaks the rules. We never change the content of a review. We may remove a review that breaks the rules, and we will then give a reason.

18.5 Statistics on profiles, for example the number of completed rentals, are calculated only from actual records in Laandet.

19. Reporting and moderation

19.1 You can report listings, users, messages and reviews that you think break the law or these terms. Use the "Report" button, or email us at laandet.steigen@gpsi.ai.

19.2 If you report a message, a moderator sees the message you reported and any messages you choose to attach yourself. Apart from this, moderators do not read private conversations.

19.3 We handle reports as quickly as we can, and we assess each case on its own facts. For example, we may

  • hide a listing or a review,
  • give a warning,
  • restrict an account so that it cannot post listings, send requests or start new conversations,
  • suspend an account.

19.4 The person affected receives a reason for the decision and can appeal in Laandet. Where possible, the appeal is handled by someone other than the person who made the decision.

19.5 Any measures must be proportionate to what has happened. A case where the parties disagree is not proof that anyone has done anything wrong.

20. Content you post

20.1 You own the text and photos you post. You give Laandet the right to store, display and adapt the content, for example by resizing photos. This right applies for as long as is needed to run the service, and within the limits set out in the privacy notice.

20.2 You must have the right to use the photos. Do not post photos in which other people can be recognised, unless they have agreed to it.

20.3 We automatically remove location data and other metadata from the photos you upload.

21. Restriction, suspension and termination

21.1 You can delete your account at any time under "My profile". Ongoing rentals, handovers and cases must be closed first. What is deleted, and what has to be kept for a while, is explained in the privacy notice.

21.2 We may restrict or suspend your account if you break the terms or the law, or if it is necessary to protect other users. This applies, for example, to attempted fraud, threats, repeated breaches or a thing that has not been returned. You will be given a reason and can appeal, see section 19.4.

21.3 We may shut down the service. We will then give notice in good time, normally at least 30 days in advance. You will be able to retrieve your data.

22. Privacy

Read the privacy notice to see how we process personal data. It also explains what rights you have.

23. Changes to the terms

23.1 We may change the terms, for example when the service is developed further or the rules change.

23.2 We will give notice of significant changes by email and in Laandet at least 30 days before they take effect. You must then accept the new terms to continue using Laandet.

23.3 Rental agreements and handovers that have already been accepted continue on the terms you accepted.

24. Governing law and disputes with Laandet

24.1 Norwegian law applies to these terms.

24.2 If you have a complaint about Laandet, contact us first, see section 25. We will try to find a solution.

24.3 If we cannot agree, the matter can be dealt with by the conciliation board (forliksrådet) or the ordinary courts. You keep the right to bring the matter before the court where you live, where the law gives you that right.

25. Contact and complaints

We aim to reply within 5 working days during the pilot phase.

You can also send complaints about privacy to the Norwegian Data Protection Authority (Datatilsynet) at www.datatilsynet.no.
